About Norwegian Refugee Council:
The Norwegian Refugee Council (NRC) is an independent humanitarian organization helping people forced to flee.
We protect displaced people and support them as they build a new future. We started our relief efforts after World War Two. Today, we work in both new and protracted crises across 31 countries. Around 6,000 men and women work for the Norwegian Refugee Council. Most of us are hired locally to work in the field, and a small number are based at our head office in Oslo. Many of our colleagues were once themselves fleeing their homes.
NRC Afghanistan established operations in 2003, and currently maintains five area offices in Balkh, Hirat, Kabul, Kandahar, and Nangarhar, as well as field offices in hard-to-reach, displacement-affected provinces: Badghis, Faryab, Khost, Kunar, Kunduz, Nimroz, Sar-e Pul, and Uruzgan. NRC employs over 1,400 staff in Afghanistan, and works through direct implementation of programmes, to provide both emergency response and durable solutions for internally displaced Afghans, as well as returning Afghan refugees, and Waziristan refugees in southeastern Afghanistan.
Purpose of the position:
The WASH Project Coordinator for WASH department willl work under the guidance of WASH specialist to fulfil the objectives of the Norwegian Refugee Council (NRC) as stated in the Policies of the Programme, the Country Strategy, the Project Proposal and the running Activity Plan and budget. Any changes from these plans shall be reported immediately to the WASH specialist. He/she is expected to follow NRC’s routines and guidelines for project governance applicable for the particular project and is responsible for the overall planning and coordination of the WASH projects across the country.
Line management for project staffs.
Adherence to NRC policies, guidance and procedures.
Contribute to the development of Country, Area and WASH strategies, initiate and participate in the development of relevant WASH projects.
Coordinate and manage WASH project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
Implement technical direction and ensure high technical quality of projects.
Provide regular progress reports to the Area Manager and the WASH Specialist.
Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.
Develop and manage project budget (in cooperation with CCs) and coordinate across CCs.
Ensure capacity building of project staff and transfer key skills.
Liaise and collaborate with relevant local authorities and other key stakeholders.
Promote the rights of IDPs/returnees in line with the advocacy strategy.
In close collaboration with the WASH specialist and Area Manager, expand, develop, coordinate and manage NRC’s WASH projects in Area levels.
Prepare/develop narrative and budgets for proposals in conjunction with Finance and Administration Manager (FAM), Logistic Manager and WASH specialist.
Report monthly on all NRC WASH activities by donors.
Contribute to the development of NRC’s Country strategy, action plan and activities plan and priorities in the WASH/NFI sector.
Assess the areas of operation regarding construction in cooperation with national and local authorities and in close collaboration with the Area Managers.
Prepare/develop narrative and budgets for proposals of projects in conjunction with Area Manager and the WASH Specialist.
Contribute to the revised budgets as required.
Develop/ensure procedures for the implementation of the construction programme in accordance with NRC principles and ways of working.
Exchange on a regular basis idea /information with WASH specialist.
Document technical issues and questions, and channel to the WASH specialist through the AMs.
Ensure that WASH related constructions are in accordance with norms and standards.
Ensure a constructive co-operation with NRC’s other programmes.
Communicate regularly with the NRC construction staff, offering support and advice as relevant and taking note of their experiences and suggestions.
Ensure a constructive co-operation with Area authorities.
Ensure a constructive co-operation with other international and National NGOs as well as the UN family, particularly in the Habitat / Construction sector.
Participate in relevant meetings.
Actively promote the rights of IDPs/returnees
Any other task relevant to the position as requested by the line manager.
Generic professional competencies:
• Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context (WASH projects).
• Experience from working in complex and volatile contexts
• Technical WASH expertise.
• Documented results related to the position’s responsibilities.
• Knowledge about own leadership skills/profile.
• Fluency in English, both written and verbal.
• BA degree on civil engineering, environmental engineering or water resource management.
· Goal oriented and visionary.
· Ability to work under pressure, independently and with limited supervision.
· Ability and willingness to work and live under difficult circumstances.
· Flexible, creative and sense of humour.
Monthly Salary based on NRC Afghanistan Salary Scale.
