About U.S Embassy:
This position is a Locally Employed (LE) Staff FSNI Security Investigator. Serves as the LE Security Investigator as well as the advisor to the Deputy Regional Security Officer (RSO) and 60 Assistant RSOs in connection with local police and court procedures and liaison with various local police and security authorities. The incumbent conducts all manner of simple, complex, and sensitive investigations including, but not limited to, background suitability, theft of property, protective intelligence/counter- terrorism, incidents involving embassy employees, incidents involving misuse of property, weapons, vehicles etc. Incumbent is able to independently review and assess a case, determine necessary investigative steps and procedures, conduct interviews, collect info or evidence as required, and present the results in a concise written report. Establishes and maintains professional contacts at the highest levels of the Government of Afghanistan Civilian, Police and Military Officials as part of a broad range of Embassy programs, to include security, protective security, and counter-terrorism programs. Maintain, operate, and manage U.S. Department of State provided fully armored and nonarmored vehicles; special electronic and communications equipment and other resources worth over $120,000. Incumbent is part of a seven (7) member team of LE Staff FSNI LE Security Investigators and one Data Entry Clerk. Manages a 15 background investigations and security certifications and re-certifications per week. Also manages the day-to-day operations of RSO/LE Staff FSNI security programs and special investigations as assigned. Provides investigative assistance to RSO special agents in planning and conducting investigations related to fraud, waste, abuse, counterintelligence, protective intelligence, and counterterrorism in all STATE, USAID, and other agencies’ programs, personnel and contract personnel bearing Chief of Mission (COM) issued Security Certifications/identification badges/weapons and concealed carry permits under COM Authority in Afghanistan. Directly manages liaison with mid-level and senior Afghan police and prosecutors, midlevel and senior Afghan military and intelligence generals/officers related to ongoing investigations, protective intelligence, and counterterrorism investigations and concerns. Reports directly to the LE Staff FSNI Supervisory Security Investigator and the Deputy Senior LE Staff FSNI Investigator as well as the Deputy Regional Security Officer Mission Afghanistan (FS-01).
Education: Completion of High School education is required.
Prior Work Experience: Three (3) years of experience in any combination of the following: security, law enforcement and investigation operations is required.
Language Proficiency: Dari or Pashto level 4 and English level 3 are required.
Job Knowledge: Knowledge and experience in the conduct of investigations, protection of information/evidence, and protective security advances is desirable but not required. Knowledge of Afghan Law Enforcement Organization and Afghan geography and current events. Driving License is required.
Skills and Abilities: Strong interpersonal skills are desirable. Ability to qualify with and use firearms is required. Good computer skills in the following programs: Microsoft Word, Access, Excel and PowerPoint. Sound judgment to analyze and interpret the significance of information and events.
