About USAID Promote: Women in Government:

The purpose of the USAID Promote: Women in Government Project is to increase and advance the number of women in the Afghan Civil Service, thereby promoting a more inclusive government that is responsive to the needs of the entire Afghan population, thus fostering a more democratic and stable state. The Project will establish an internship program for educated young women to gain entry into the Afghan Civil Service and will make the operating environment safer for young women to work by tackling sexual harassment, policy gaps, and work environment issues for female employees.

Job Description:

JOB SUMMARY:

This position will assist in the drafting of subcontracts policies, procedures, and templates, and maintain electronic and hard-copy tracking systems for all subcontracts and procurements. He/she will communicate with subcontractors/vendors when necessary, and keep track of subcontract/procurements reporting requirements

DUTIES & RESPONSIBILITIES:

Process, assists and coordinates the procurement process of goods/services submitting to the Procurement Department accordance with the Chemonics procurement procedures.
Conducts market research to identity potential sources of goods/services (main and authorized providers) as per instruction of Procurement Manager
Prepares solicitations and arranges hard copy of the RFQ/RFP for distribution to the market
Collects the quotations and ensure it is properly registered in offer receipt register and at the WIG entry gates and prepare Bid Matrix and Purchase Orders.
Conducts Procurement Committee secretary activities, organizes meetings and keeps all related documentation in order
Ensures all required documentation is approved prior to purchase according to approval process.
Updates procurement trackers (Vetting, Subcontracts, POs, BPA, etc.)
Develops, maintains and updates the filling system (Hard copy filling and electronic) which includes copying, scanning and filling of bulk procurement documents as directed by Procurement Manager or his designee.
Circulate procurement documents for process and signature of relevant project staff
Updates procurement trackers as directed by Procurement Manager
Prepares request for payment for procurement of goods/services as instructed by procurement team
Organizes events, arranges lunch, refreshment and all required arrangement with vendors and technical team
Conducts other procurement activities as directed by Subcontracts and Procurement Manager

Job Requirements:

EDUCATION:

Bachelor’s degree is required

WORK EXPERIANCES:

Three Years of relevant experience in procurement and subcontracts.

Prior international donor experience preferred.

SPECIALIZED KNOWLEDGE:

Thorough knowledge of policies, procedures, rules and regulations, and/or extensive subject matter knowledge in this field.
Prior international donor experience preferred.

SKILLS/ABILITIES:

Ability to write and verbally communicate clearly and concisely in English and Dari/Pashto.

Thorough knowledge of policies, procedures, rules and regulations, and/or extensive subject matter knowledge in this field.
Prior international donor experience preferred.
Basic knowledge of procurement process required
Ability to work both independently and in a team.
