About USAID Promote: Women in Government:
The purpose of the USAID Promote: Women in Government Project is to increase and advance the number of women in the Afghan Civil Service, thereby promoting a more inclusive government that is responsive to the needs of the entire Afghan population, thus fostering a more democratic and stable state. The Project will establish an internship program for educated young women to gain entry into the Afghan Civil Service and will make the operating environment safer for young women to work by tackling sexual harassment, policy gaps, and work environment issues for female employees.
The Ministry Liaison will serve as focal point of the project among the government ministries, agencies, and the internship team of the project. He/she will coordinate and monitor activities among interns, mentors, partner ministries, and the project internship team in order to ensure the smooth implementation of the program. The Ministry Liaison is also responsible to develop or revise policies, legal documents, procedures and guidelines that benefit women in civil service.
DUTIES & RESPONSIBILITIES
Pay regular visits to five ministries per week in order to coordinate intern and mentor activities
Develop or revise policies, strategies, legal documents, procedures and guidelines that benefit women in civil service
Finalize policies, strategies, legal documents and guidelines jointly with government partners through the government stipulated process
Conduct working groups meetings together with government counterparts and play a secretariat role for working groups
Conduct follow up meetings with government authorities on workplace obstacles preventing women to work in civil service
Monitor intern attendance on daily basis and report to project team on bi-weekly basis
Monitor progress of intern and mentor activities during practicum period in ministries and agencies
Report the progress and challenges of interns to the internship coordinator and to the mentors of the internship program in the partner ministries on regular basis
Coordinate trainings, meetings, and major events of the project with interns, mentors, and partner ministries’ relevant staff
Maintain regular meetings with human resources directors of partner ministries to learn about vacant positions and inform interns and the project team about the opportunities
Support interns in applying for vacant positions, completing application forms, tailoring CVs, and preparing for interviews
Liaise with technical team to ensure programs and policies are favorable to women’s political, economic, and social empowerment
Perform other duties assigned by supervisor
Bachelor’s degree in Gender, Sociology, Political Science, Management, International Development, or other related field.
Five years of relevant experience
Experience liaising and meeting with mid- to high-level government stakeholders, universities, the private sector, and local women’s organizations preferred
Experience in developing and revising legal documents, policies and strategies
Experience working with government ministries in a coordinator level position preferred
Experience with USAID programs preferred
Experience in women’s programming required
Ability to communicate effectively in a cross cultural environment
Excellent written and verbal English language skills required.
Dari and/or Pashto fluency required
Ability to work both independently and in a team.
