DAI is implementing the USAID funded Afghanistan Competitiveness of Export-Oriented Businesses Activity (ACEBA). The objective of this program is to enhance capacities of Afghan exporters and micro, small, and medium-sized enterprises (MSMEs) associated with export-oriented value chains, such as carpets, marble and granite, precious stones and jewelry, textiles, and cashmere as a means of promoting sustainable economic growth and increasing employment.
The Project Risk Manager (PRM) will assist with the enforcement of DAI security protocols, oversee regional staff travel and movement, and liaise with the APPF as directed by the GardaWorld PRM and the DAI Country Risk Director (CRD).
Objective and Duties:
The Project Risk Manager will perform the following duties:
Support the GardaWorld PRM and security team on all security related issues as requested.
In the absence of the GardaWorld security team, be the project focal point for security in the event of an emergency.
Assist the GardaWorld PRM with translation during meetings with local national security officials.
Monitor and brief the PSM daily on the security atmosphere of regions that ACEBA operates in as it relates to project operations.
Liaise with all relevant local authorities, agencies, and government departments, including the ANA, ANP, NDS, and APPF on security related matters.
Establish a methodology for the collection and dissemination of security information gathered from contacts.
Disseminate up-to-date security briefs to all DAI local staff.
Conduct routine investigations and security assessments of office and residential areas and other premises as directed to ensure the safety of all staff.
Assist in the development, maintenance, and review of the security Standard Operating Procedures (SOPs).
Coordinate and track local staff and vehicle movement.
Process security clearances for regional movement.
Conduct investigations and prepare reports on minor cases of theft, illegal entry, assault, or other incidents when the extent of the infraction is readily determinable.
Identify training needs and liaise with the GardaWorld PRM and Regional Risk Manager (RRM) for the provision of trainings.
Oversee Regional Security Coordinators as directed by the GardaWorld PRM.
Assist with the training and supervision of Chawkidars and APPF guards.
Ensure that the correct procedures for the ingress and egress of vehicles and pedestrians are being adhered to at all ACEBA premises.
Support the APPF Officer in the management and accountability of all APPF equipment.
Insure the timely and accurate submission of APPF timesheets.
Ensure that the APPF executes their duties in accordance with ACEBA security procedures and the DAI security manual.
Perform other security related duties as assigned.
Travel as required.
Bachelor’s degree with at least 7 years of relevant experience or Master’s degree with 5 years’ experience, preferably with USAID programs
Fluent in Dari, Pashto, and English
Strong problem-solving and conflict resolution skills
Prior experience in security and an understanding of APPF policies and procedures
Demonstrated experience remotely managing staff
Ability to anticipate, identify, analyze, and mitigate risks
Prior experience liaising with government agencies, security forces, and local communities
The position reports to the GardaWorld Project Risk Manager and the DAI Country Risk Director as required.
