Mercy Corps has been working in Afghanistan continuously since 1986 with a large portfolio of programs addressing the promotion of sustainable licit livelihoods, agriculture development, youth vocational and natural resource management; it has helped more than 2.5 million Afghans through these wide-range of community–based agriculture and economic development programs. It is to mention that currently Mercy Corps is working in Kabul, Kandahar, Helmand, Takhar, Badakhshan, Parwan, Baghlan, Urozgan, Nangarhar and Herat.
Mercy Corps has been present in Afghanistan since 1986, currently operating in 17 provinces with portfolio in excess of $50 million in programming that addresses the promotion of sustainable licit livelihoods, agriculture development, youth vocational training and natural resource management. Donors include the European Commission (EC), GIZ and KFW.
The Monitoring, Evaluation and Learning (MEL) Department oversees all aspects of M&E including a country-level data management system. The MEL team ensures programs use the necessary M&E systems and tools across the country portfolio, to inform and improve programming through evidence-based learning. The MEL team supports Mercy Corps Afghanistan commitment to staff capacity learning through the training of new and innovative M&E methods and tools.
GENERAL POSITION SUMMARY:
The MEL Manager will be responsible for overseeing all aspects of program monitoring and evaluation activities in Agribusiness pillar and EIDA (Natural Resource Management) program. He/she is responsible to design the MEL system of the programs, ensure that MEL activities follow the agreed work-plan and that quality reports and lessons learnt are produced. He/she is responsible to train and supervise MEL staff and ensure that information collected is reflected upon, used to improve ongoing programs, and incorporated into high quality reporting. This will include overseeing collection, analysis and visualization of the data to identify trends and highlight potential risk areas. The MEL Manager – will be posted in Kabul, with frequent travel to provinces.
ESSENTIAL JOB FUNCTIONS:
Monitoring, Evaluation and Learning
Serve as the MEL focal point for EIDA program and directly support all aspects of field MEL including survey design, methodology, data analysis, program evaluation, and reporting.
Submit a monthly progress report on assessment & monitoring activities to donors including semi-annual reporting to the Ministry of Economy in timely and accurate manner.
Produce high quality reports on monitoring activities and assessments
Contribute to report MEL activities to donor
Contribute in the MEL department internal capacity building
Contribute to the learning and training of new and innovative MEL tools, including GIS systems, mobile data collection, and standard practices in information reporting.
Conduct field visits to monitor the collection of data for accuracy and its relevant use in mapping projects.
Coordinate and support MEL and program staff in the field.
Supervise MEL staff in the field, ensuring that activities follow the work-plan as internally agreed.
Report any shortfalls in monitoring, evaluation, and information management to senior staff.
Write success stories and conduct beneficiary interviews as needed.
Supervise data quality checks on program MEL systems by verifying the status of the documents filed and maintain a highly organized filing system for MEL.
Stay up to date on the M&E methodologies used by Mercy Corps as an agency. Integrate these methodologies into work carried out for programming.
Support efforts towards accountability, specifically to MC beneficiaries and donors.
Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

Must have at least a University Degree
2-4 years of work experience in the area of M&E
Fluency in verbal and written Dari and Pashto
Proficiency in both written and spoken English
Experience with data collection, information management, data analysis
GIS experience preferred
Excellent organizational and communication skills
Demonstrated ability to prioritize tasks and produce results in a timely and quality manner
Advanced computer skills, particularly in MS Word, Excel, PowerPoint, and Access
