Organization for Research & Community Development (ORCD) is a Non-governmental, Non-political, Non-profitable and independent organization founded in 2010 by a group of community development and research specialist. The aim of the organization is to contribute to the development of Afghanistan as an integral part of the international community. It envisages accomplishing its aims by building local capacities, generating evidence in various disciplines, promoting evidence-based on best practices and implementing development projects aimed at community development at the grass root level. ORCD is a multi-donor funded NGO, implementing health, agriculture and community development projects in several provinces of the country

Job Description:

Scope of Work: Monitoring and Evaluation Officer is responsible is based in Main Office, Kabul with frequent travels to field sites in Nangarhar, Paktya and Paktika provinces. She performs duties in close coordination with and under supervision of M&E Manager.

GENERAL Responsibilities:

  1. Perform duties and responsibilities in line with ORCD M&E Policy and other relevant policies;
  2. Respect confidentiality of internal issues and discuss with immediate supervisor only;
  3. Support cross functional collaboration through effective communication and timely exchange of information;
  4. Support spirit of co-operation and understanding among team members;

 

Specific responsibilities:

  1. Using designated checklists and through observation of FGDs, monitoring and Evaluation of the understanding level of CBSG members about SWEEP objectives
  2. M&E of the frequency and appropriateness of CBSG meetings in the view of CBSG Manual
  3. M&E of the accuracy of CBSG records i.e. CBSG Accounts Book, Member Pass Book
  4. M&E of appropriateness of the process of selection of CBSG accountants, president, vice president and secretary
  5. M&E of adequateness of CBSG structure i.e. accountants, president, vice president and secretary
  6. Using designated checklists, M&E of amount of saving collected by CBSG, upkeep and protection (risk factor analysis)
  7. M&E of the capacity of CBSG accountants on CBSG accounting procedures and processes
  8. M&E of methodologies applied in trainings of CBSG leaders on leadership skills
  9. M&E of the capacity of CBSG leaders on leadership skills, team leading and team playing
  10. Using designated checklists, M&E of methodologies applied in trainings of CBSG members on CBSG membership
  11. M&E of the capacity of CBSG members on CBSG membership
  12. M&E of methodologies applied in trainings of Vision Building to CBSGs
  13. M&E of the capacity of CBSG members on Vision Building
  14. M&E of methodologies applied in Credit Investment Planning workshop to CBSGs
  15. Monitoring and Evaluation of technical and handholding support to CBSGs by Project Team
  16. M&E of the formation of Grievance Handling Committee and necessary compliance
  17. M&E of the formation of GRC at cluster level according to procedures set forth in CBSG Manual
  18. M&E of the concept seeding and need realization and formation of clusters
  19. M&E of the evolving norms/setting norms in clusters
  20. M&E of the selection of cluster office-bearers and subcommittees
  21. M&E of cluster capacity building including GRM
  22. M&E of the capacity of clusters on accounting, leadership, CBSG membership, vision building, business plan development and credit investment planning
  23. Using designated checklists, M&E of the capacity of beneficiaries of Backyard Poultry Farming
  24. M&E of the technical aspects of Backyard Poultry Farms using designated checklists

Job Requirements:

  1. At least bachelor in any relevant field with 4 years of progressive relevant experience
  2. Knowledge of Monitoring and Evaluation
  3. Knowledge of Results Based Management
  4. Basic computer skills
  5. Fluent in English, Dari and Pushto.
