Job Description:

Responsibilities

Under the direct supervision of the Project Manager and overall supervision of Head of Component, the Literacy Advisor is responsible for implementation of literacy program in the concern provinces of Afghanistan. The Literacy Advisor will be in regular communication with Literacy Departments of Ministry of Defence (MoD) and Deputy Ministry of Literacy (DMoL) of Ministry of Education (MoE) at Kabul level, as well as Literacy Departments of MoD and Provincial Literacy Departments of MoE at the provincial levels to ensure smooth implementation of ALP literacy program. In addition, the Literacy Advisor supervises provincial implementation team members, track their day to day tasks and provide them with required guidance and instructions. The Literacy Advisor coordinates with other units of the GIZ ALP concerning their fields of tasks such as Capacity Development, Monitoring & Evaluation as well as Contracts and Administration.

 

Tasks in detail – I

The Literacy Advisor:

Maintains regular cooperation and communication with the Literacy Departments of MoD and Literacy Departments of MoE at central and provincial levels when required in order to

Consult issues related to the implementation of literacy courses
Assist the preparation of reports concerning literacy program
Assist and supervise the establishment of literacy courses
Provide regular updates of the program implementation
Ensure mutual efforts are practiced and responsibilities are observed for smooth program implementation

 

Tasks in detail – II

The Literacy Advisor:

Supervises daily activities of the provincial advisors in accordance with their ToRs and monthly implementation and monitoring plans that includes

Coordination and communication with MoD and MoE provincial partners
Survey of literacy learner at their concerned ANA units
Coordination in surveys, assessments and site visits of GIZ personnel and its subcontractors

 

Coordinates in assessment and recruitment processes, collection of necessary documents required for personnel file, and contract adjustments of literacy facilitators through provincial advisors
Coordinates in testing and certification processes of literacy learners with the related team members at the central level
Develops new implementation tools and guidelines when required
Ensures that stationary, books, furniture and other requirements of the literacy courses are requested, delivered, and distributed on timely manner

 

Tasks in detail – III

The Literacy Advisor:

Assists the Course Management team in facilitation of methodology and periodic capacity development workshops for facilitators and advisors
Coordinates with the contract department in preparation of monthly payroll, collection of data for contract modifications and salary deductions of facilitators and advisors
Provides inputs of program implementation progress to Monitoring and Evaluation unit for monthly, quarterly and yearly reports

 

Tasks in detail – IV

The Literacy Advisor:

Represents ALP literacy program towards other stakeholders when required
Prepares implementation and security reports on monthly, quarterly, and yearly basis
Keeps record of all documentations related to the program implementation
Any other tasks assigned by superiors

Job Requirements:

Education:

University degree in a relevant discipline such as in Economics, Business Administration, Education, and Management

Professional Experience (field and minimum duration):

Minimum of three years of professional experience in preferably with international organizations in security and military sectors
Approved competences in program concept development and design
Fully proficient computer and communication skills

 

Other experiences and skills (e.g. language, IT-skills, social and personal skills, etc.)

Excellent communication skills in English and local official languages
Analytical, organisational and management skills
Interpersonal and team-working skills

Ability to travel to afghan provinces
