The National Water Affair Regulation Authority (NWARA), Islamic Republic of Afghanistan has received four grants under the Agriculture and Natural Resources (ANR) sector portfolio of ADB. NWARA has established a Central Program Management Office (CPMO) to centralize and streamline the activities under these grants. The CPMO handles procurement, project administration, contract management etc. for the projects financed under the Grants. The Environmental Manager will support CPMO in ensuring that project interventions will be done in a manner whereby the neutral role of the project cannot be questioned. The Environmental Manager will report to CPMO Sr. Safeguard Manager. S/he will be stationed in the CPMO in Kabul with possible trips to the project sites as required.

Job Description:

Objective/Purpose of the Assignment:

The Environmental Manager will be working under the supervision of Senior Safeguard manager to ensure compliance with ADB’s, safeguards procedure.

Key Functions:

The Environmental Manager will ensure selected projects comply with the requirements and procedures stipulated in relevant documents, including but not limited to ADB Safeguard Policy Statement (2009) and Afghanistan Environmental and Social Impact Assessment (ESIA).

Specific Tasks:

Specific tasks to be undertaken by the Environmental Manager include, but shall not be limited to:

Develop Environmental Monitoring & Evaluation Plan for the ongoing projects to ensure the projects do not have a significant effect on the environment and on the ecology of the project areas.
Identify environmental concerns and potential impacts of sub-projects, and recommend mitigation measures according to sub-project stage (design and construction),
Ensure consultations are done with stakeholders – including private sector and local farmer’s groups as well as communities, to elicit the views of both male, and female stakeholders,
Develop assessment method(s) to be capable of identifying and evaluating mitigation measures illustrated in each Project’s Environmental Management Plan in order to avoid, reduce, or remedy the impacts of any designated projects.
Manage to develop training materials and identify trainee(s) amongst the CPMO/PIO staff to support environmental protection measures and monitor and mitigate potential environmental impacts and conduct the training for the assignees’ staff members;
Under direction from the Senior Safeguard Manager, Provide the Initial Environmental Examination for the sub-projects and put in place a cost effective environmental management and monitoring plans complied with the relevant environmental laws and regulations of the country;
Provide Tree management plan (TMP) for the sub-projects selected for preparation and design for which the preparation work is to be carried out by the relevant PIO;
Ensure that an easily accessible GRM (Grievance Redress Mechanism) is functional and included in reporting system,
Develop smooth reporting mechanisms and working relationships with all relevant staff of PIO and CPMO and address whenever serious Environmental issues arise in the field,
Produce environmental Semi Annual Monitoring Report (SAEMR) representing project accomplishments including revealing threats, weakness, and opportunities exist in the project(s) and communicate the produced reports with donor and relevant government agencies (i.e. NEPA);
Represent CPMO for any environmental coordination meetings with Asian Development Bank and the government stakeholders (i.e. MAIL, NEPA, MRRD, MOF, etc.) in the national and relevant provincial levels;
Assist the team leader in managing and implementing the project and ensuring compliance with the project implementation plan, the loan agreement, and the project agreement(s), particularly with ADB’s SPS (2009) requirements and project environment-related legal covenants;
Monitor and evaluate the implementation of Initial environmental examinations (IEEs) and environmental management plan in the construction site during construction to be consistent with Government requirements and in line with applicable ADB guidelines (Safeguard Policy Statement, 2009).
Ensure that the relevant sub-project IEE/EIA is properly disclosed, shared and disseminated with the relevant stakeholders
Ensure proper implementation of the EMP by the contractors and monitor the work of the contractors
Ensure that all Occupational Health and Safety Guidelines are properly implemented.

Carry out other tasks at the request of the Line manager.

Job Requirements:

  • Master of Environmental Science with 3 year related experience.
  • Bachelor of environmental science or equivalent qualification with at least 5 years of relevant national experience.
  • Working knowledge of English and good command of national languages (Dari/Pashto) required.
  • Good communication skills.
  • Working knowledge of English language (read, write and speak).
  • Good command on national languages (Dari/Pashto).
  • Skilled in the use of general office software packages (MS Word, Excel, etc).
  • Familiarity with ADB or World Bank Social and Environmental safeguards procedures, Afghanistan environmental and land acquisition legislation.
  • Demonstrate integrity and fairness; honest and complies with ADB rules, regulations and code of conduct.
  • Strong communication, negotiating skills and good interpersonal relations.

Reporting Obligations:

  • This position reports to the CPMO Sr. Safeguard Manager and prepares all safeguard related reports and assists the director in the preparation of periodic progress reports.
