About HARAKAT- Afghanistan Investment Climate Facility:


Harakat was established in 2008 as an independent entity to deliver investment climate reforms to drive private sector-led growth in Afghanistan. Headquartered in Kabul, Harakat is currently funded by the UK Government’s Department for International Development (DFID) as the Lead Funder, and co-funded by Swedish International Development Co-operation Agency (SIDA) under the Afghanistan Investment Climate Programme (AICP). Harakat is registered with the Ministry of Economy, Government of the Islamic Republic of Afghanistan (GIRoA) as a Non-Governmental Organization (NGO).

Harakat is currently working to deliver the Inception Phase of the AICP. A new Board of Directors is now in place, and the Programme is expected to run for up to seven years.

Harakat, in delivering the AICP, aims to improve Afghanistan’s business environment by making it easier to do business in Afghanistan; attracting viable investments, both domestic and foreign; increasing the confidence of the private sector; assisting the government to increase revenue generation, and ultimately generating new jobs.

Harakat’s work will focus on four main areas, or Programme Pillars: (1) Public Private Partnerships; (2) Legal and Regulatory Reform; (3) Investor Facilitation; and (4) Women’s Economic Empowerment. There will also be cross-cutting work in areas such as public-private dialogue.

Harakat will design specific areas of intervention for the four Programme Pillars, and will link them to measurable outcomes and indicators, to ensure positive impact, procure appropriate suppliers to deliver work under each Pillar, and manage these suppliers closely.

Harakat will work with a wide range of stakeholders including liaison with senior representatives in the Government of Afghanistan, the Private Sector, and the Civil Society at large.

Under the AICP, Harakat expects to contribute significantly to Afghanistan’s economic growth by 2023.

Job Description:

Driver- role overview

1: Drive carefully, in accordance with national traffic and Harakat rules. the speed limit in town is 40 Km/hour .the speed limit out of town is 80 km/hour
2: Adapt vehicle speed to road condition, vehicle load and technical condition, and Drive taking into consideration safety of passenger, pedestrians and other slower vehicle
3: Slow down if a passenger requires you to and do not go faster if a passenger requires you
4: Always carry with you your original driving license
5: Always stay polite when controlled by local authorities at checkpoints
6: When arriving at checkpoints speed must be reduced, and if at night, inside front light
must be switched on
7: Always wear seatbelt when driving and ensure the front passenger does
8: Always stay in your car when waiting for a passenger if the weather is hot, you can
go out from the car to find some shadow, but you must be able to watch out for the car
9: If you are in an accident DO NOT drive away. Stay with the vehicle and wait for the police. Inform the office immediately (DEPENDS OF THE SITUATION)

Reporting to the Admin of the HARAKAT – AICP, The Driver will hold the following specific responsibilities:

1: At the beginning of each movement the driver should :
A: Ensure fueled levels (oil, water, brake fluids) in smooth area
B: Check the presence and the condition of car and equipment (tools, first aid kit)
2: Keep the car clean.
3: Ensure cleaning / changing of filters(oil, fuel, element fuel and air) and oil.
C: The driver must move in respect to vehicle usage procedure only
D: The car log book should be filled in details for each trip by driver and signed by the
2: Record each fuel fill-up in the log book.
3: Record each reparation and service,

E: Transport non HARAKAT staff
F: transport more people than the number of seats vehicle
E: smoke when driving
H: Phone when driving
Perform other tasks such as delivery of mail , purchase, as requested by authorized person
According to the work requirements, the driver can be asked by his line manger to perform additional tasks.
Job Requirements:


3-5 years’ work experience of driving, preferably with a national or international organization

Skills and abilities:

Good knowledge of different vehicle parts. Car stoppage and minor problems fixture and identification.


Dari and Pashto. English knowledge will be a valuable advantage.


Willing to work long hours and under pressure. Willing to work extra hours. Attendance is essential.
