1. SHORT DESCRIPTION OF THE PROJECT
The Basic and Secondary Education Programme for Afghanistan (BEPA) is a technical cooperation programme implemented by the Ministry of Education (MoE) and GIZ.
The objective of BEPA is to improve the quality and relevance of basic education within the framework of the National Education Strategic Plan (NESP 2017-2021). BEPA supports the MoE through building capacity in the Teacher Education Department (TED) and in four targeted Teacher Training Colleges (TTC). In order to increase the quality of primary- and secondary education and to improve the learning achievements of all students, BEPA has chosen four main interventions: Firstly, develop a Primary Education Diploma with a strong focus on teaching early literacy and numeracy. Secondly, introduce Learner-Centred and Subject-Specific Methodology to the Teacher Training Colleges. Thirdly, strengthen the system at all levels for sustainable change and finally, train focal points for the Human Rights and Gender subject in all provinces of Afghanistan.
2. DESCRIPTION OF THE ASSIGNMENT
BEPA had a data bank that contains all programme data for monitoring and evaluation since 2005. The aim of the data bank was to facilitate the process of reporting on coverage and impact. In the past, much of the data collected was compiled in excel sheets and was stored with various folders and different data banks which made access to the data as well as working with the data a challenge. In 2016 BEPA created a data bank in Microsoft Access to enable access to the information both for historical purposes as well as for management and reporting. The database also allows the entry of relevant data. In the current phase of BEPA, the role of monitoring and evaluation both in terms of better use of data for programme management as well as for reporting on impact to the funding agencies is a key area of intervention.
The current data bank has some challenges with queries, search bar and needs an update to smoothen the data management.
3. LOCATION AND DURATION
1. The consultant will be based at the BEPA Office Kabul.
2. Contract period is 30 days from 10 March up to 30. April 2019.
3. The remuneration will be a per fee schedule of GIZ for the local consultants.
4. His payment will be processed based on invoice, report on quarterly basis.
5. Payment will be done upon successfully completion of work, and approve project from the output of consultant.
Ø Advanced degree in Data Base Development
Ø Multi year experience with Microsoft Access.
Ø Minimum five year experience developing M&E database programmes for education projects.
