Job Description:

The Road Asset Management Program (RAMP) is a project funded by Asian Development Bank to deliver a sustainable road management system in the Ministry of Transport. The program is entering its data collection phase where road inventory and condition surveys of Strategic Road Network (SRN) in Afghanistan will be carried out. The SRN covers over 7,000 km Asphalt roads and associated structures including Bridges, Culverts, Tunnels, Avalanche Galleries, Causeways and Retaining Walls. Ministry of Transport (MOT) plans to train Inspectors and Engineers on various types of inspections, planning, use of inspection equipment, form filling, condition rating using severity and extent of element deterioration. The trainees will be able to identify defects and specify element’s condition index and provide detailed description accompanied with photographs and sketches as needed. Classroom and Field training will be conducted in Kabul.

Job Requirements:

  • Manage structure inspection schedules and complete work plans
  • Liaise with MOT central office and local authorities to get approval prior to site inspection
  • Carry out desk study and collect historical data pertaining to structures
  • Carry out inventory and condition survey and complete inspection forms as necessary
  • Carry out Routine and Periodic inspections as planned, meticulously, systematically and in a consistent manner
  • Complete inspection forms utilizing survey equipment, take pictures/videos recordings, make drawings/sketches, and write inspection summary sheets • Record the details of current defects and any preventative or corrective maintenance activities previously carried out
  • Coordinate with local authorities’ alternative routes for traffic around structures that are being inspected, undergoing maintenance as necessary
  • Complete Quality Assurance (QA) and Quality Check (QC) process in compliance with the Inspection Manuals
  • Keep soft and hard data on roadway structures such as drawings, calculations, reports, photos, etc. •
  • Coordinate with RAMP central team and liaise with GIS to download raw collected data and upload inventory and condition data to central database in an accurate and reliable manner
  • Estimate quantities and unit prices for repair works as required and provide guidance on preventative and corrective maintenance measures
