Job Overview

Ministry of Energy and Water:

In accordance with the Decree 4 of the presidential office of the Islamic Republic of Afghanistan in view of national politics and strategy of the country during 1383, the Ministry of Energy and Water (MEW) has been established from two existing ministries: Ministries of Energy, Water Resources and Environment.

The Government of Afghanistan has identified the rehabilitation and expansion of the country’s physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the energy sector occupies special prominence in the Government’s development plans. Several major power sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the Ministry of Energy and Water (MEW).

Given the technical complexity of the Energy and Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the MEW assists its administration that will be based in Kabul and will reinforce MEW in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for energy and water sector development.

Job Description:

Developing and maintaining efficient data management and reporting systems.
Keeping track of project expenditure, procurement and contracts.
Planning, initiating, and overseeing procurement of all project materials and equipment including timely supply all project related materials to all sites.
Developing and maintaining effective communication procedures and policies to insure efficient flow of information within the projects and other departments of MEW
Monitoring the performance of all project administrative systems to ensure standardization and maintenance of effective administrative and communication and reporting systems.
Supervising and running the admin activities of dam projects office in Kabul
Assisting project managers and projects engineers in all aspects of program development and project management and monitoring.
Maintain separate files for monthly, quarterly and completion reports by the project. And maintain a system of floppy diskettes and keep it up to date all the time.
Take part in the project field activities to meet the program standards and undertake any other tasks when asked by the supervisor/s.

Job Requirements:

Minimum of BA/B.Sc, degree in public administration, with three years of experience in project administration preferably with Government and international NGOs.
4 or more years experience as project admin officer/assistant.
