Agency for Rehabilitation and Energy-Conservation in Afghanistan (AREA) as a non-governmental, non-political, and not-profitable organization was established in December 1993 with vision to achieve and sustain peace and stability in Afghanistan. In the past 26 years, AREA has successfully contributed towards the development of Afghanistan by working closely with families, youth, women, communities and the international donor community in various sectors. Enabling and empowering local communities at the grassroots level to participate in decision making is key to having a developed Afghanistan.

We are currently seeking qualified candidates for the position of Project Manager for an anticipated AECOM/SWIM project in Balkh Province.  The project “Effective Utilization of Water and Land in Balkh Province (EUWLB)”, which aims to improve agriculture productivity and environmental values; build local capacity on water management; water storage, utilization, and structures; irrigation methods; natural resources management and climate change practices in the Balkh province.

Job Description:

Oversee and manage day to day functions of the organization, including supervision of AREA’s Finance Officer, HR & Admin officer, Program Associate for Administration and Finance, and other positions as appropriate.
Oversee and manage contracted services provided to AREA’s projects.
Work with Finance officers to analyze and present financial reports in an accurate and timely manner; clearly communicate monthly and annual financial statements; collect financial reporting materials for all donor segments, and oversee all financial, project/program and grants accounting.
Manage organizational cash flow and forecasting.
Reporting to donors, Government, and managing director of AREA.
Oversee all accounts, ledgers, and reporting systems, ensuring compliance with applicable Generally Accepted Accounting Principles and regulatory requirements. Maintain internal control safeguards; along with AREA’s Finance officer coordinate all audit activities.
Implement a robust contracts management and financial management / reporting system; ensure that the contract billing and collection schedule is adhered to and that financial data and cash flow are steady and support operational requirements.
Work with the fundraising team to manage grant and donation revenue and ensure grant agreement compliance.
Update and implement all necessary business policies and accounting practices; update the finance department’s overall policies and procedures manual.
Oversee risk management and legal activities, guarantee compliance with all relevant regulations by ensuring that all program-related functions are conducted in compliance with regulations of the IFRS and other agencies to which AREA is accountable.
Work with HR & admin officer to support the development and monitoring of new and existing organizational plans and projects.
Develop and update organization policies and procedures as necessary.
Oversee all personnel, employee relations, equal employment opportunity functions of the organization.
Participate in HR initiatives and remain current on best practices, laws and regulations.
In conjunction with the Managing Director and the executive team establish and monitor staff performance and development goals consistent with the organization’s strategic plan.
Oversee the professional development/training program for staff and ensure completion of annual performance appraisals.
Work with IT staff to develop and implement new processes and systems that increase financial and operational efficiencies.
Active member of the proposal writing team, maintain close liaison with the donor and ensure that proposal is submitted in due course of time
Active member of Human resource hiring/firing committee
Coordinate and facilitate external audit (annual and project based)
Supervise bank reconciliation statement and prepare reports in time
Oversee the inventory and make inventory count periodically
Maintain and supervise updated record of human resource

Job Requirements:


  •  Master’s Degree in Finance, Natural Resources Management, or related field.
    At least 5 year’s work experience as manager, supervisor, coordinator and preferably in the northern region of Afghanistan.  Additional experience preferred.
    Ability to multitask under pressure, meet tight deadlines and deliver high-quality work.
    Strong analytical and prioritization skills.
    Ability to speak and write Dari and Pashto fluently, English is a highly desirable skill.
    Strong computer skills, including Microsoft Word5 years experience in the relevant Field
  • Good knowledge of the financial software (QuickBooks)
