Dutch Committee for Afghanistan (DCA):
Dutch Committee for Afghanistan (DCA) was founded on June 24, 1994, by members of the Board of the already longer existing Dutch Committee for Afghanistan (founded in 1979, shortly after the Soviet invasion). Whereas previous activities of DCA included humanitarian assistance in a broader sense, DCA now focuses on veterinary and livestock related activities.
DCA’s mission is “Poverty reduction and increasing food security for the population of Afghanistan by improving the health and productivity of their livestock” The main objective of DCA is to protect and improve the health of existing livestock and to increase livestock production in Afghanistan.
The Community Livestock and Agriculture Project contract signed between DCA and MAIL, is based on the overall strategy of Ministry of Agriculture Irrigation and Livestock that is being implemented through funding of the International Fund for Agriculture Development (IFAD) and collaboratively with the FAO and ICARDA. The purpose of the project is to enhance the livelihoods of Kuchis, and increase their resilience against predictable livestock challenges in Parwan, Kabul and Logar provinces. The project is planned to address these critical sectors, and support them to become more resilient.
The overall impact of the project will be to boost the productivity of Kuchis livestock through various components such as providing quality veterinary services, increasing awareness through delivering specific extension packages, technical assistance in producing quality livestock products, and market linkages of the key potential value chains identified. These activities are planned to be implemented over the six year project period.
To realize the objective, DCA has livestock programs to
Train Para-veterinarians (Para-vets) and Basic Veterinary Workers (BVWs)
Establish district-based veterinary field units (VFUs) throughout its area of responsibilities in Afghanistan and equip the VFUs with facilities to start the business
Support the delivery of animal health services at community level
Support delivery of livestock extension services to the farmers
Development and implementation of livestock and livestock products’ value chain
The M&E assistant works under the direct supervision of the project manager for the CLAP-Kuchi project and in close coordination and supervision of the M&E Officer. He/she will maintain close coordination with the M&E software development consultant (as in the M&E and communication models) and is responsible to:
Assist in Developing M&E tools for various projects.
Collect information from relevant departments and individuals for the reporting purpose.
Conduct site visits to capture M&E related data and information.
Work closely with the M&E Officer and assist him/her in collection of the project level data and measure them against the specified indicators.
Enter any kind of the data to the relevant M&E databases of the projects.
Quality check and reconfirmation of the doubtful data with the relevant field staff for the possible corrections.
Report any shortfalls in monitoring, evaluation and information gathering and management.
Ensure safe keeping of all relevant documents and files, both in terms of data security and disclosing the information to the outsiders.
Update the database regularly.
Support the software developer consultant in developing the softwares and provide him/her with the necessary information for further data processing and data interpretation.
Assist in the data quality checks on programmatic and M&E databases.
Assist in screening superior data for success stories, newsletter and other publications and provide the communication officer with the target data and information when required.
Proper filing and storing of the M&E data.
Maintain good and favorable teamwork environment and culture.
Any other tasks assigned by his/her supervisor
Twelve grade prefer Bachelor degree in Social Sciences
Minimum of two years’ work experiences in the area of M&E
Strong Communication and Organizational Skills
Demonstrated ability to prioritize tasks and produce results in a timely and quality manner
Be able to work under pressure and more than normal working hours in case of need
Advanced Computer skills in Microsoft Office Package and using internet as well access to software is desirable
