Job Description:

The Under the direct supervision of the HRO, the incumbent serves as a member of the recruitment team performing the full cycle of recruitment (sourcing, assessing (ex. Interviewing), and recruiting a variety of positions at all levels. The incumbent provides proactive leadership and support to the Recruitment program for Department of State and approximately 20 Agencies in Mission Kabul. The Human Resources Office (HRO) in Kabul supports over 700 Mission LE staff positions in Department of State (DOS) sections, United States government (USG) agencies and consulates. The incumbent is responsible for the implementation of targeted recruitment strategies and branding efforts with an eye to increasing Mission Kabul’s profile as a top employer in Kabul. With minimal supervision, the incumbent implements the use of various sourcing techniques and innovative internet/outlook based tracking systems to better screen applicants, screens application, interface with hiring offices on the selection process, and contribute to the organization of a solid orientation program. As a member of the team, the incumbent will also contribute to the development of mission policies to support all recruitment efforts, track data for targeted metrics measured in the HR office, and work with supervisors to select and implement assessment tools to identify and attract the very best talent. The position maintains and updates recruitment policies and procedures for distribution within the Mission. This development is in terms of gathering concise information & implementing procedures to attract recruitment of personnel i.e. innovative advertising venues, as well as keeping up with employment trends in Kabul.

Job Requirements:

1. EDUCATION: Completion of a University degree in Liberal Arts, Social Science, Business Administration, or Sociology required.
2. EXPERIENCE: Minimum of three years’ experience in Human Resources or Personnel Administration functions required.
3. LANGUAGE: Level III (Good Working Knowledge) English and Level IV (Fluent) Dari/Pashto is required.
