Afghanistan is one of the poorest countries in the world and is suffering the effects of poor development, chronic conflict and natural disasters. Oxfam has been working in Afghanistan for long time and concentrates its work around three thematic pillars: Economic development and poverty reduction, women and youth and humanitarian preparation and response. Oxfam is not an self implementing organisation but only works with local organisations. Oxfam receives its funding from various back donors.
In order to enhance internal service delivery as well as donor and organisational accountability, the post holder is expected to contribute towards the formulation and/or implementation of better financial and internal controls, financial management and financial reporting mechanism.
Under supervision of the FSM and in close coordination with Financial Officer/s, takes the lead on day-to-day management of financial matters of the partner Programs. Donor and contract Officer will ensure that Financial and Internal Controls are in place and working at partner side and partner complies with Oxfam and donor(s) policies and procedures and the contractual obligations (in terms of accounting policies and regulations)
Monitor compliance of established policies and procedures in relation to financial management and for ensuring effectiveness of internal control at partners’ level
Implement Internal Control system effectively and efficiently with consistency throughout the country partner programs at all levels
Liaison with internal and external auditors
Support the process of annual / project based budget preparation for programs
Monitor actual expenditures against project budgets and review the variances. Co-ordinate with program team for preparation of a realist forecast of all expenditures. Prepare variance reports and summarized forecast for the FSM as required
Effective coordination with other departments (Program and Funding)
Prepare financial project accounts on periodical basis
To ensure accurate and timely preparation and submission of donor financial reports in co-ordination with Program, Funding and Finance Teams in Afghanistan
Capacity building and training of the staff and partners in donor contract related financial matters
Partner Accounting: train, monitor and support partner finance staff.
Other ad hoc activities as delegated by the Finance and Support Manager.
Professional degree in accounting, economics or related fields
Minimum of 3 years of experience including 1 years in the development sectors – E
Ability and experience to work with/manage multi-donor contracts finances – E
Native in Afghanistan national languages, Fluent written and spoken English is essential.
Strong computer literacy: strong proven experience with computerized accounting packages, preferably Pastel, SAP, PeopleSoft 8. Strong proven experience in using Excel Spreadsheets.
Excellent communication and interpersonal skills with an aptitude to bring positive changes – E
Ability to prioritize own/department workload, to work independently within a team and with initiative – E
Commitment to delivering against agreed deadlines – E
Experience and capability in motivating and training others (both finance and non finance and National and International staff) in Financial procedures and concepts – E
Knowledge about financial procedures of major donor agencies e.g. EC, ECHO, DipECHO, DFID, SDC, Novib, etc – D
Willingness to travel at short notice, and often in difficult circumstances – D
Commitment to the aims, objectives and organisational culture of Oxfam – E
