Job Description:

The purpose of the Strengthening Watershed and Irrigation Management (SWIM) activity is to support sustainable; agriculture led economic growth by increasing the productive use of water and strengthening water resources management.  The Finance Officer will provide financial and administrative support to ensure that all project’s policy, procedures, rules and regulations and other instructions are followed and implemented properly.

 

Duties and Responsibilities

  • Review accounting and financial reports as required and submit to the Finance Manager for final review
  • Prepare and review of all advance and settlement documents (petty cash, travel, training and other project activities) from the field offices
  • Conducts verification of documents received to ensure accuracy of the information and that it complies with the internal financial policies and procedures.
  • Ensure to comply with FAR, AIDAR and US government in terms of documentations and procedures
  • Assist with year-end documents and external audit preparations.
  • Keep track of all advances in the field and provide notification regarding immediate settlement on a timely basis.
  • Ensure that cash is sent to the field the provincial and district offices operations and that reconciliation is completed by program due dates.
  • Maintain filing system for reference and audit purposes.
  • Collaborate with other Kabul finance personnel to ensure consistency with all finance practices
  • Report all malpractices and anomalies observed or found to his superior, immediately and without delay. If necessary, to the Finance Director for necessary action

Job Requirements:

  • Minimum 4-5 years of financial experience preferably with USAID or other international organizations.
  • Bachelor’s Degree in Accounting or related field.
  • Knowledge of generally accepted accounting principles and fundamentals of accounting is required
  • Knowledge of basic auditing is required
  • An understanding of USAID relevant policies and procedures (financial, travel and procurement) is required
  • Written and spoken fluency in English is required.  Dari or Pashtu is also required.
